The CBD is defined as all premises within the four avenues, including Sydenham Colombo Street properties. These areas of the city are in police enforced lock down and are unavailable for any access. No persons except emergency personnel will be allowed through the cordons.

Do not attempt to go to your premises until notification from us that the building may be entered.

This website will be updated regularly with communications of information as and when it becomes available.

11:30am 1/04/11: Colliers Property Management Update

Civil Defence are working on a strategy for providing safe access for residents and businesses to the Red Zone. Two trials were carried out this week with highly controlled access to New Regent Street (on Monday) and the Price Waterhouse Building (on Tuesday). These were deemed very successful.

There will be no further access to the red zone until at least next week when the plan is finalised. Further details will be provided once available.

 

5.30pm 14/03/11: Red Zone Information (Includes Orange Zone 4)

Controlled Access is being opened up on a Grid by Grid basis for the Red Zone and Orange Zone Four. We have been advised that this access is only for High Priority Data

TIER 1 - High Priority (Critical Data)

Priority access to the Red Zone (prior to controlled access) There are strict criteria around priority access into the Red Zone for businesses and each application will be assessed on a case-by-case basis using the following criteria:

1. Government departments for document and/or security issues.

2. Medical or dental records/databases to support disaster victim identification process.

3. Supporting emergency services or Christchurch earthquake response functions.

4. Court files for legal proceedings.

5. Assisting critical infrastructure operations.

Anyone being allowed access will be advised 48 hours in advance by the Canterbury Recovery Business Group (CRBG). If you have not been contacted you do not have access.

Although we are working in conjunction, where possible, with the CRBG with this process we would appreciate email confirmation (please reply to the sender of this email) when you have been contacted allowing the possible access to your premises and of the times provided.

Business Owners who have not registered with CRBG through www.recovercanterbury.co.nz or 0800 50 50 96 will not be provided access.

If you have been granted access, it is imperative you do not miss your time allocation.

Colliers International Property Management has raised it's concerns regarding any tenant access to any premises within our portfolio, including those within the Red Zone, prior to any Health and Safety issues being addressed. These concerns relate to items such as:

  • Debris within stairwells - there is NO lift access within these buildings
  • No stairwell lighting - emergency stairwell lighting runs on a battery system, and given the length of time involved since the 22nd February, these batteries now hold no charge. Please ensure each person entering any building within the Red Zone carries their own working Torch.
  • Ceiling Grids have moved / fallen leading to metal ceiling grids / lighting trays / air-conditioning units all hanging at head height. All persons entering these buildings must wear hard-hats for their personal protection. These can be extremely sharp edged protrusions.
  • Internal / external windows and glass partitions have shattered leaving large amounts of broken glass both on floors and protruding / hanging from items with individual premises. Please ensure you are thoroughly aware of your surrounding environment before removing any essential items. Make sure you have the appropriate attire to enter these premises ie closed shoes, long trousers etc.
  • Electricity has been re-established to some buildings and electricians have been unable to gain access to isolate. If you have any concerns regarding the electricity within your building do not remove any electrical items and take extreme care around any protruding wires or items hanging from the ceilings. Call 0800 358 188 and we will enable an electrician to obtain access to isolate.

NO ACCESS IS POSSIBLE TO RED PLACARDED BUILDINGS

 

5.30pm 11/03/11: Colliers Property Management Team Update

From Monday March 14 the sections will be opened grid-by-grid. Businesses will be informed of the time they will be given access 48 hours prior to this time. You will also be advised of whether access is going to be possible.

•    0No buildings with a red placard will be allowed access as these buildings are deemed unsafe.

•    Further assessments will have to be done on red placard buildings by Christchurch Earthquake Response Operations.

•    If the corridor access to your yellow or green placard building is compromised by a red placard building you will not be permitted access until demolition or some form of remediation of the buildings takes place.

•    All business owners regardless of placard colour should engage and be accompanied by a structural engineer.

•    If a building is identified for demolition the owner will be informed and where practicable business continuity items will be removed prior to handover to demolition.

Please note - For some areas it will be some time before business owners will be allowed access due to damage, access, location and routes to their buildings.

 

12.30pm 9/03/11: Zone 4 is now reclassified as Red Zone

Important Update to Access for Businesses

Zone 3 - Business owners will be given access into green zone 3 through allocated cordon points from 8am tomorrow Thursday 10 March.

You do not have to register prior to accessing green zone cordon 3, however proof of business ownership must be provided at the cordons.

Zone 4 – Zone 4 has now been reclassified as a Red Zone and businesses must follow the procedures for controlled access as below.

Controlled Access for Businesses to Red Zone CBD

•    For businesses to be permitted controlled and escorted access into the Red Zone in the CBD they must register their zone number on www.recovercanterbury.co.nz.

•    An announcement will be made this Saturday March 12 regarding the first numbered zones to be given controlled access.

•    Controlled access will begin at 8am, Monday March 14.

•    All zones will be given 48 hours notice before their scheduled access.

General Red Zone information

A number of factors will affect controlled access:

•The Red Zone in general is very unsafe.

•    Controlled demolition is occurring at a number of sites. The heavy machinery being used is causing vibrations which, along with the frequent aftershocks, could affect other buildings.

•    The primary focus remains on Public Safety.

•    Business owners will not be allowed access to their yellow or green placarded building if the route is threatened by a red placarded building.

•    To allow business owners access to their green or yellow placarded buildings as soon as possible a priority list of buildings to be demolished or isolated is being prepared.

Priority access to the Red Zone (prior to controlled access)

1.   Government departments for document and/or security issues.

2.   Medical or dental records/databases to support disaster victim identification process.

3.   Supporting emergency services or Christchurch earthquake response functions.

5.   Assisting critical infrastructure operations.

* Business owners that fulfil these criteria will be allowed controlled and escorted access to their buildings until otherwise notified. If you believe you fit these criteria go to Portacom D at the Art Gallery.

*No other businesses will be considered or granted access before Monday

 

4.00pm 8/03/11: Controlled Access for businesses to Red Zone CBD

For businesses to be permitted controlled and escorted access into the Red Zone in the CDB they must register on the www.recovercanterbury.co.nz website.

After business owners register they will be contacted to confirm whether or not they are allowed access to their premises in the Red Zone.

There is no access to any buildings with a red placard as these are unsafe and the Red Zone in general is very unsafe.

There are a significant number of green or yellow placards within the Red Zone.

Within the Red Zone controlled demolition is occurring at a number of sites. The heavy machinery being used is causing vibrations which, along with the frequent aftershocks, could affect other buildings.

The primary focus remains on Public Safety.

Business owners will not be allowed access to their yellow or green placarded building if the route is threatened by a red placarded building.

To allow business owners access to their green or yellow placard buildings as soon as possible a priority list of buildings to be demolished or isolated is being prepared.

We understand that businesses want to retrieve key items and we appreciate the patience and understanding of business owners because our main priority remains public safety.

 

 

10.00am 8/03/11: Cordon Updates - Zone 3 & 4 - Non Red Zone

The current information we have received to date is:

Cordon 3

On Thursday 10 March at 8:00am residents and business owners will be given access into cordon 3 through allocated cordon points.
* Residents and business owners do not have to register prior to accessing cordon 3, however proof of address or proof of business ownership must be provided at the cordons.
* On Friday 11 March at 8:00am access to cordon 3 will be open to the public.
* Please, only travel to the opened cordon 3 if you need to.

Entry points to buildings managed by Colliers within this cordon will be secured prior to Thursday 8am .

  • Buildings that have been yellow stickered contain vital details of the persons who can enter these premises - on certain buildings this advises access for Structural / Geotechnical Engineers only - this does not allow entry for tenants into these buildings / their premises.
  • Entry to red placarded buildings is prohibited
  • No premises have as yet been cleared for entry by the building owners due to Health and Safety requirements.
  • Extreme care needs to be taken around any / all electrical equipment

For those who require access to their premises within Cordon 3 - must call 0800 358 188 or email earthquake@collierspm.co.nz and Colliers will arrange a personalised controlled entry process for access. We anticipate this process to commence over from Wednesday of this week onwards for this cordon. Such access should be for the removal of essential building services only. When visits are organised sensible attire is required i.e. enclosed footwear etc.

We appreciate the requirements for Business to remove this equipment to get themselves up and running, however, we do not want this to occur with any further damage to persons or property. These premises are dangerous and contain multiple hazards including falling ceiling grids, hanging air conditioning units, significant amounts of broken glass, loose debris and in some instances exposed electrical cabling.

Cordon 4

The buildings in cordon 4 are currently being re-evaluated. Once this occurs advice will be given in regard to the opening dates of this cordon

5.00pm 7/03/11: Red Zone Information

The Business Recovery Centre is currently working with the army and civil defence to coordinate controlled access to the red zone for retrieval of essential business items.

The attached map shows the red zone divided into specific numbered zones. If you are within one of these specific numbered zones please visit

http://www.recovercanterbury.co.nz/net/contact/building-access-request.aspx and fill out the form advising which zone you are in.

This information will then be used to coordinate a controlled approach to access. Registrations received within 40 hours will be processed first, with a second wave to follow.

Please also note the following in regard to Yellow Placards

Yellow Placards:
* Buildings are considered either suitable for restricted access until issues are resolved or use may be possible in those parts of the building that have not been damaged.
* Entry only for short periods of time supervised by your / or another engineer.
* Yellow placards may contain more detailed written information concerning the damage sustained.

2.00pm 6/03/11: Colliers Property Management Update

Further to the information that has been released in regard to the opening of the Cordons 1 & 2 today within the CBD, Colliers International Property Management would like to confirm the following

  • Entry points to buildings managed by Colliers within these 2 cordons were secured last night.
  • Buildings that have been yellowed stickered contain vital details of the persons who can enter these premises - on certain buildings this advises access for Structural / Geotechnical Engineers only - this does not allow entry for tenants into these buildings / their premises.
  • No premises have been cleared for entry by the building owners due to Health and Safety requirements.
  • Tenants who have forced entry into their premises have done so at their own risk.
  • Mechanical services (lifts) should not be used under any circumstances.
  • Extreme care needs to be taken around any / all electrical equipment

For those who require access to their premises within Cordon 1 & 2 - must call 0800 358 188 or email earthquake@collierspm.co.nz and Colliers will arrange a personalised controlled entry process for access. We anticipate this process to commence over Monday and Tuesday for these 2 cordons. Such access should be for the removal of essential building services only. When visits are organised sensible attire is required i.e. enclosed footwear etc.

4.30pm 3/03/11: Colliers Property Management Update

 CANTERBURY BUSINESS RECOVERY GROUP (CBRG) - CBD

The Canterbury Business Recovery Group (CBRG), a joint venture between the Canterbury Employers’ Chamber of Commerce (CECC) and Canterbury Development Corporation (CDC) met with Civil Defence yesterday to negotiate the prospect of allowing safe access into selected areas of the cordon for affected businesses.

For safety reasons, it has been decided to allow access for a strictly limited period and will be closely controlled. It will allow business owners to retrieve records and portable equipment, and let tenants’ collect some personal items. Subject to the condition of the building and vehicle access some owners of vehicles within the cordon may also be able to retrieve them, depending on where the vehicles are and their condition.

This process will be done in stages, coordinated by the CBRG starting with the least affected areas in the CBD. Access will not be granted to areas where the greatest risk remains from unstable buildings, or where rescue and recovery efforts are still underway.

BUSINESS RECOVERY COORDINATORS

The affect of the February 22nd earthquake and the impact this is having on your business, personal life and wellbeing of your staff is immense. To assist in this regard Business Recovery Coordinators have been commissioned and are now out and about on the roads. They are able to come and discuss your business situation with you where ever you are located in Christchurch.

5.00pm 2/03/11: Colliers Property Management Update

The Canterbury Employers Chamber of Commerce and the Canterbury Development Corporation are working with Civil Defence to allow controlled access for CBD businesses to enter the cordoned area to recover essential business items including servers. To register for access call 0800 50 50 96 or visit www.recovercanterbury.co.nz. The intention is for brief controlled accompanied access to be provided for those buildings deemed safe to enter by Civil Defence. At present there is NO access to the CBD.

1.00pm 2/03/11: Colliers Property Management Update

Communication

The days immediately after the earthquake CIPM endeavoured to inform all tenant’s on how we would communicate in the weeks following about their premises, access and the way forward in terms of “what do we do now?”.

Unfortunately the means of contacting many of the individual tenants was by way of email or cell phones, and many of these are reliant on servers which are located in the buildings. Likewise many cell phones too are still in the buildings.

To ensure we can keep everyone informed to the best of our ability as to the status of their buildings and or premises, if your means of contact have changed to what CIPM had previously, that is your email address or cell number has change, we would be grateful if you could please email your new contact details to earthquake@colliers.co.nz to allow us to keep you informed accordingly.

Buildings

The Civil Defence central city cordon remains in force which obviously restricts access at this time for any services not deemed “essential services.” It is anticipated however that CIPM will start receiving information today from the structural engineers on the individual buildings. On receipt of any information that pertains to the status of the respective buildings and or premises CIPM will post this information as it comes to hand on this web site.

Accordingly CIPM will keep updating this information as matters progress. They will also set out what the process will be once the cordon restrictions ease to allow further damage assessment and making safe, removal of tenants’ essential business records and valuables, restoration of building services, general repair and clean-up operations.

Lease Obligations

CIPM recommend to all tenants’ who have any queries on what their lease obligations are in terms of financial commitments or status on their long term tenure in their premises should seek independent legal advice.

1.00pm 28/02/11: The cordoned zone which continues to be strictly enforced is the area within the four avenues. Information is slowly being released with respect to buildings within the cordoned area on whether they are being green, yellow or red stickered.

Please refer to the Christchurch City Council web site www.ccc.govt.nz for a definition on what each of these colours represent.

Please note that these initial assessments are based on an external, level one assessment only. It does NOT include a comprehensive assessment of the respective buildings and tenancies; this won’t be done until a later date which is yet to be advised.

The authorities have to prioritise restricted access to the cordoned area within the CBD to critical and or essential services only.

These are, for example only; telecommunications, medical and engineers.

Any services or businesses that are not deemed “essential services” are NOT permitted access at this time.
