Plans are being produced at a considerable pace in both Christchurch and Auckland. The draft Auckland Plan is finished although not yet published. It is intended to be a plan for better co-ordination and better investment, not just a land-use plan. It precedes and will influence the new Unitary Plan, or District Plan, which should be largely complete by the end of the next year. These are each massive pieces of work and have significant implications for residents, businesses, land owners, and investors.
The amalgamation of the eight former Councils in Auckland into one will bring, we anticipate, better decision-making processes and outcomes. It will be a great relief for all property industry participants to only have to familiarise themselves with one District Plan not seven (the eighth Council, Auckland Region, didn’t have one of those). A specific benefit, we predict, will be clarification and simplification (not necessarily a reduction in costs) of consenting processes, development and financial contributions. The Auckland Plan and the follow up Unitary Plan will also provide some details of how the well-publicised themes of compactness, improved public transport, and overall ‘liveability’, in the Mayor’s words, are to be pursued.
